Three antennas sounds like a quick warm-up, but Phantom Targets Step 1 can burn an entire raid when you search the wrong part of the structure. The objective is tied to the antenna on top of a Cargo Elevator, not the ground-level controls, and the best way to prepare is to know which ARC Raiders Items you actually need before leaving Speranza. Once you understand the climb and the progress tracking, this becomes a route-planning task rather than a scavenger hunt.
The Objective in Plain English
You need to complete the upgrade interaction on three different Cargo Elevators. These extraction structures appear on Riven Tides, Spaceport, and Dam Battlegrounds, so you aren't locked to one map. Reach the elevator, climb its sloped exterior or accessible upper surfaces, then search around the top corners for the antenna prompt. Hold the interaction until the bar finishes, then leave and find another elevator. Repeating the same antenna isn't a substitute for visiting a new structure.
Why the Prompt Creates Confusion
The antenna may still look damaged after the bar completes, and the interaction prompt can remain visible. That visual feedback is easy to misread, especially during a tense raid with ARC activity nearby. Treat the completed progress bar as your main confirmation, then check the Phantom Targets project screen when you have cover. Don't waste time performing the same action again; from what I've seen, the bigger mistake is staying exposed at a completed elevator while assuming nothing counted.
Run the Route, Not the Distance
Dam Battlegrounds is my preferred starting point because its Cargo Elevator locations are easier to read while you're still learning the objective. Riven Tides and Spaceport work just as well if you already know their sightlines. A light loadout makes sense here because the antenna interaction doesn't ask for a special weapon, resource, or tool. Before committing to a second elevator, listen for footsteps, gunfire, ARC movement, and signs that another squad is using the extraction area.
Mark three possible Cargo Elevators before moving, rather than improvising in open ground.
Approach from cover and climb only after checking the surrounding angles.
Complete one antenna interaction, then immediately reassess your route.
Use a later raid if the next elevator requires an unsafe cross-map sprint.
Review project progress before assuming a completed bar failed.
Map Choice at a Glance
Each map supports the same objective, but your familiarity matters more than a theoretical meta route. A solo Raider may prefer one antenna per deployment, while a coordinated squad can connect several elevators in one run. You don't need to call the lift first, and a successful extraction isn't presented as a requirement for each individual upgrade. That leaves room for a quick objective run or a broader loot trip, including a loadout built around buy ARC Raiders Bp planning, without forcing every raid into the same pattern.

Phantom Targets Part 1 moves from signal work into ARC component testing. The next objectives require 50 damage with Pop Triggers, 500 with Wasp Drivers, and 1,000 with Leaper Pulse Units, followed by fire damage, energy-weapon kills against larger ARC targets, and launcher damage against flying units. Put those components into quick-use slots before the raid so the required damage can proc without a frantic inventory stop. The antenna step rewards patience: finish the bar once, confirm progress when safe, and save your momentum for the tests that demand specific combat tools.
